fix(tier2): write_track_completion_report - use project-relative path

Updated the generated report template to reference
tests/artifacts/tier2_state/<track>/state.json (matching Tier 2's
commit 923d360d relocation) instead of the stale
scripts/tier2/state/<track>/state.json.
