docs(tier2): reconcile guide with Tier 2's project-relative paths

Three path updates in docs/guide_tier2_autonomous.md to match the
actual code defaults (project-relative, in tests/artifacts/):

  - Bootstrap callout block: scripts/tier2/state/ and
    scripts/tier2/failures/ -> tests/artifacts/tier2_state/ and
    tests/artifacts/tier2_failures/
  - 'The failure report' section: scripts/tier2/failures/ ->
    tests/artifacts/tier2_failures/
  - Troubleshooting: 'Failcount state not found' and 'Tier 2 ran out
    of context' both point at the right path now.
